Planning in Temporary Human Settlements: A Case Study on Internally Displaced Persons (IDPs) Camps in Northern Uganda
synopsis:
There are currently an estimated 23.2 million displaced persons globally.  13.2 million displaced persons are in Africa. (Internal Displacement Monitoring Centre).   "Internally displaced persons," or IDPs, have had to flee their homes and seek refuge elsewhere in their country or region due to internal conflict, disaster, or human rights abuses.  These are individuals who currently have no international status or protections.  They may be placed in camps by government, or they may form temporary settlements on their own.   The provisional nature of these settlements often leads to extremely low-quality living conditions, and the death rate in these camps can be quite high.

In these "temporary" human settlements (which often exist for many years), what is the role of the planner?  Using Northern Uganda - where there are over 1.7 million IDPs - as a case study, I hope to address this question and propose a "planning toolbox" for future IDP camp planning.

My research on this subject is recent, and this presentation will focus (and will help me shape) my research strategy and approach.

After the presentation, I would like to discuss where the audience sees missing information, or questions they would like to know.  Additionally, I would like to have a brief discussion on what role and impact the audience sees a planner having in a temporary human settlement.
